if you see something posted or a thread that is off topic or violates the steam forum rules or the SSA / TOS. Then report the thread or post, or user, block and move on...
there will always be bad apples in the bunch. Steam only moderates via reported threads and posts and / or reported users.
Steam does not know if you own the game from other platform or store fronts...
I have 300+ games on GoG, but the GoG forums are dead and a wasteland. I use the steam forums for those games because the steam forums are active. There is no need to lock non steam game owners out of the game forums.
Devs / pubs can already lock all of the sub-forums to steam game owners only, if they so choose to.
They are well aware of the fact there is more users from other storefronts / platforms using the steam forums, then steam only users.
Steam's Terms of Service (ToS) do not explicitly prohibit multiple accounts, but they strictly forbid certain behaviors, such as account sharing, using multiple accounts to circumvent bans (like through VAC bans), or exploiting game-specific rules, such as using multiple accounts for "smurfing" to get into lower-ranked games.

Steam don't respect his own rules, asking will not change their aptitude.
If someone ask you to do the work of the platform as discover the outlaws, it's problably cos the platform wont do it.
