You need to either use the ubisoft account you linked steam to or get ubisoft to unlink your steam account and relink it to the other steam account but this was something you did on your end and they do not have to issue a refund because of incorrect linking on your end if you have exceeded the time limit or it's a consumable as most skins are like that.
You can try doing a manual ticket to bypass a automated response but if they are closing the tickets with no response then your account is compromised as they will always respond even if it's just a automated response.

Yea, its called learning from your mistakes and not doing it again. At one time or another, all of us made mistakes like that when playing games. The difference is we do not do it again. I lost for example some pegasus wings for one game i used to play, and lost them on my account because i was also playing same game on nintendo switch. I accidently linked it to my nintendo switch one, and i did not want to do that. So you live and move on, and learn your lesson.
