Primary target audience being Japan's players most likely. The teacher-student romance trope, weird and unprofessional as it is, is still a popular one over there. And it seems like people are making mountains out of molehills, the game doesn't even have suggestive content.
Its removal from Steam is neither new nor unexpected though. Valve has been delisting games with characters too young for US standards before and after 2018 (the year it implemented the "almost anything goes" policy).
Implying it's child pornography is grossly misleading and dangerous.
As for why Nintendo of Japan allowed it, because they know it's got nothing adult contained within it. As does the ratings board that rated it -- a board that is far more restrictive on sexual content than even the ESRB is. Meanwhile, we know that western arms are losing the plot fast. What with Nintendo of America banning the Neptunia Re;birth games; the first of which was rated suitable for 12 year olds!
Except in the LoveR series (and its predecessors) you play as a second year high school student. In other words, a 16 year old.
Basically, student romancing fellow students. Mountains out of molehills confirmed.

Anyway... there is always the Nintendo Switch for those who want to play it.
Suggestive is not pornographic.
Doesn't have to be pornographic to not want to touch it. I mean the Switch version might very well end up censored. I mean as someone who has kids in that age range i can't disagree with the decision to not host a game that sexualizes middle-schoolers even if it breaks no rules.
They are free to see if EPIC or GoG want to release it instead.
