The problem is that any forum for games that have been delisted and had their store page removed (not just simply disabling purchases) have been completely blocked off for people who don't own the game. But why even make this change? Who ever complained about this?

In all likelihood the game developers themselves. Remember that they get a cut from the card sales. Preventing those sales, but encouraging trades. Could be grounds for litigation, because they could argue the sales continued offsite, and they wouldn't were it not for Valves actions.
Remember if someones store page has been removed. Chances are they were problematic and maybe litigious. As such it's more cost effective to cut them out completely. Ensure they have no case, and can't contrive an excuse.
If I remember right after Digital Homicide got banned they tried to do ban evasion under a different name, I believe Zonitron was one of them. They didn't release the same games under a different name, they just released new games under the different name.
No, it isn't just these developers.
I checked LEGO Universe (no trading cards), and The Amazing Spider-Man 2, and neither of these games' forums were available to non-owners anymore.
This can only be a change made on Valve's end.
