Makes no sense since the game does not contain any adult content. Unless you are saying all games with characters under 18 are now illegal.
Its a simple teenager romance visual novel, there are dozens and dozens of those already available on Steam.
The game is on the Switch and PS5 too.
Since I agree with you, just pointing LoveR and LoveR Kiss are on PlayStation consoles but LoveR Kiss Endless Memories is the third game on the series and won't be released on Sony consoles due to censorship and changed policies. Even PS4's version of LoveR Kiss is slightly censored compared to Switch edition like shot angles, costumes or game modes when Sony started censoring this kind of games and that's the reason why DRAGAMI planned the Steam release of the sequel.
On the other side this was going to be on PC (and Steam) for the first time but well now seems won't be Steam release either, just on Switch and Switch 2.
CP requires REAL children. Fictional characters have never been classed as "CP" by any sane government. There's also ZERO sex in the game. Valve most certainly, however, didn't like the fact that the game was set in a school and had costumes like bikinis available.

Yes it is. People need to learn the difference. That CERO rated games are never going to be "child porn" because, simply put, CERO will never allow such a game, and nor would Japanese law.
It's also well known that Valve employ someone who is highly racist towards Japanese and will seize any opportunity to ban any game they can brand as inappropriate without even looking at it.
There was NOTHING sexual in this game. In fact, it's 100% tamer than the Gal Gun games that are sold on Steam and feature a school setting + far more risque costumes. the only difference here is that the person reviewing Gal Gun wasn't the known racist.
Given what they tend to act on, I doubt there is nothing wrong with it, especially for the PC version, that resulted in denial. Most Devs and the followers of such games are frequently leaving out details about why Valve denies something.
