There are third party installers used by lots of software and games, including the Microsoft C++ Redistributable runtime files. This allows programs, which are written entirely or partly in C++, to run on a system.

Some older games even require them. For example, Chrono Trigger on steam requires the visual libraries to run. You may even have to go to microsoft to install some older ones to get games to work.
and don't just remove the old Steam folder, it will have your workshop items and screenshots and other things in it. Get those out first, and copy them into the new folder.
