They're currency locked. Not necessarily region locked.
You can only be charged the amount shown at checkout. You cannot pay more.
I am positive if your local supermarket asked for twice the amount of money showing on the till you would object.
You can send a friend (I think the requirement is being friends for 3 days) a digital gift card through Steam (to their account, not their email) even if they have a different currency than you. I sent my friend in Spain $25 and she was able to buy a game with it, for example.
They cannot show one price and then charge something else.
There is also sales tax too and that differs by country and even by State in the USA.
