That said, you are contradicting yourself. First you say you played the game after first install, then you say it never was playable...
When buying EA / Ubisoft games, you're required to have an account with EA / Ubisoft, then you need to install their client by visiting the website for EA / Ubisoft, once installed login to your account, if you had never made an EA / Ubisoft account you go make one then you can login, finally download your game from Steam, then launch the game it will asked if you want to tie your game to your EA / Ubisoft account, then you be able to launch the game.
Now DO NOTE if you plan to be offline, or have unstable internet, just ENABLE remember me on the EA / Ubisoft client, as this way you won't lose your login access, and it should be able to allow you to launch your game while offline.
Now if you're having problems connecting to Ubisoft server for some reason, please ensure you're not blocking them such as custom fire wall, your anti virus not hooking into client and not messing with permission and files for the client & connection, or using VPN/proxy service that blocking them, unless they're being blocked by Ubisoft then that be reason why couldn't connect to ubisoft server.
Steam can't help with Ubisoft issue related if it not on Steam ends, as they have no control over their software, or servers.
Lastly for refunds on Steam, and like many other places they have a refund policy, for Steam it's no more than 2Hrs of gameplay, and purchase date not older than 14 days for no question ask refunds, but if you're outside of the refund policy, you have to MANUALLY do a ticket for it, to do this visit purchase history, select the game wish to refund, CHOOSE "I have question about this purchase" then explain why you want a refund then wait for support to reply, it up to them to approve, or deny refund when outside the refund policy.
Just do the manual ticket, that's your only shot at getting a refund.
