we payed a $5 for someone to do steam sale art and guess what happened..
Points Shop has a new section- Artist Profiles.
MURUGIAH is one of the artists there.
They also have an Insta page and their own website.
it took 5 seconds to Google search the word (name).

The Halloween Sale Points Shop items used some of the art from the Artist Profiles as well.
It's not to my taste either, but it seems like Valve is trying to introduce the work of new independent artists, and is using the sales to see how many people like it or don't like it.
I fully support new and independent artists having a place to get their work out into view. If I like it, I may buy some. If I don't, I won't. I just wish the badge was like past years, with optional Points Shop items like the artist profiles available for those who choose to get them. Though there are also people who disliked the previous years' badges and emotes as well who may like this year's badge and art.
