The only known exception is if you have a recent purchase that you can refund. If you refund a purchase you lose those points you got from that purchase and if you don't have enough to cover it, Steam will return shop items starting with the most recent till there's enough to cover the point deficit.
Profile backgrounds purchased from the points store are perminent.

You're given ample opportunity to NOT buy that thing on the system page.
Points are fleeting. Learn to enjoy your mini.
You have to CONFIRM you want it before getting it.
In the past, I've purchased an avatar frame that looked good and was disappointingly disappointing.
I would like you to be able to return the item within 2 hours or within 2 weeks after redeeming it, just like returning a game.
Mini-profiles, avatar frames, moving profile backgrounds, etc. require high points, so the mental shock of failure is great.
