I would also posit that the fact that they are making all these changes speaks to a larger number of players not liking the game as it is. That is also conjecture, even though a logical conclusion from the patch's very existence. Just the same, I still agree that the changes should be made optional. Just isn't fair to me, even though I don't like the game as is, to swap out a game that some are enjoying as it is even if they are the minority.
Also, I think the patch looks a bit like a middle ground between the two camps, which will most likely make neither side happy. Even more reason for them to just make options such as toggling super armor. That, of course, remains to be seen.
I don't think there's been any nerfs so far...
Also, they're gonna "balance" the game, not "nerf" it... it's just the "gitgud" crowd who are complaining about the game possibly being easier with the upcoming patch (which is pure speculation)... because they don't understand the word "balance", it seems...
And Jacowboy is right, it's about balancing, not nerfing. Don't worry ;)
You seem to have a communication problem within your team or they are leaving you in the dark. There have been several streamers showcasing the potential changes and most of them can only be defined as "nerfs".

There's a list if your team doesn't want to provide you with one. That or you are blatantly lying and I don't know what's worse.
Please don't pass it as just "balance" when there are tons of enemy nerfs in those demo builds. Just give us an option to be out of those nerfs. Most of the people don't need it.
The fact of the matter is, though, that the game has averaged 375 players on PC in the last 30 days; at its peak, the game had over 6000 players. If those kind of numbers are mirrored on consoles, it is reasonable to say that most people do want changes. The developers clearly think some of the gameplay elements are disliked by the majority of people who bought the game or they wouldn't spend their time making such a patch.
I think enabling the workshop would make a huge difference as well. Would allow the game to be tailored to all tastes instead of one extreme or another (or, of course, dead-center, which would probably be just as unpopular).
But "... it is reasonable to say that most people do want changes." based on absolutely nothing but your own bias.
In fact a way more reasonable argument is that fans love SoR4 as much as Alyx ones love their game.
The Half-Life: Alyx argument is a strawman. Different game, different company, different post-launch support. There is no guarantee that Half-Life: Alyx will get a sequel or DLC or further support with a falloff in players like that anyway (nor does that mean it won't). Either way, one game, and all the minutiae enmeshed with it, is not equivalent to another. Also, to be fastidious, SoR4 has a 90% rating on Steam.
In any case, the fact that Dotemu is working on a patch that makes large amounts of changes speaks to the fact that review scores, and the 'fan's love', are not the only thing they base their decisions on. You can say it is based on my own bias, but the fact that a patch exists, and is actively being worked on, makes it a reasonable argument/conclusion. The devs clearly think enough players want the changes that they are making them. Companies usually don't spend time and money on things for no reason. Why make the changes at all if so many players like it as is? Customer engagement and player retention are relevant and important numbers to companies; look no further than quarterly reports.
Call it a bias all you want. But, it is a logical conclusion to their actions. Nothing more.
I can't make it clear enough though to say that I wish the changes were made via options. There are people who love the game as it is and will not after the upcoming changes. Even if I don't number amongst them, I don't want to see those individuals who love the game as is put off in the same way that those individuals who, like me, are put off by the current gameplay. I waited 20 years for this sequel and it just doesn't feel like the old games to me, but the players who enjoy it now deserve to continue enjoying it.
