Performance Issues on new system

Hi people, recently upgraded to a new system, which resulted in the game having massive performance issues. It works fine at times but out of the sudden, it begins to stutter, slowdown or freeze entirely for a second or so. The ingame FPS-counter shows framedrops. On the old system the game worked fine until the last day.

New setup:
AMD Ryzen 7 5800X 3.8GHz
32 GB RAM
RTX 3700 ti 8GB
Win 11.

Aplied solutons:
Change graphics API ingame - seemingly no difference
Reinstall - no difference
Execute as admin - no difference
compatibility mode win 8 - no difference.

Okay, since it's been some time, rather then editing I thought pushing the topic would make more sense.
Yesterday and today I played without ingame music and hat spotify running. Where as yesterday I played survival mode and had the regular small dropouts, today I played storymode with Skate and the game froze several times(!) for several seconds(!). What I also noticed was that the audio coming from Spotify hung up as well. It seems more like a CPU thing to me now, but having the issue solved would be much appreciated.
