Please tell me that you've at least played Streets of Rage 3 (SoR 3) and when comparing it with SoR 4 the game simply doesn't need it. Imho, the Sor 4 pacing is perfectly fine if you learn to addapt to it and also at the same time to avoid being in the pot where your foes will try to hit you.
Although if you're so bent in having sprinting characters simply use the SoR 3 ones that come with the Mr. X's Nightmare DLC that also brings more SoR 4 characters alongside with the capability to unlock alternative moves for every character that it brings. And also the this DLC brings the fun, ever lasting challenge of the Survival mode simulation.
As Eskel has high mobility attacks and the lack of sprint goes well with Floyd's and Max's archetype of being heavy, slow tanks.
In Survival though, the arenas are small enough that what's left of the issue is solved with the jump and speed power-ups.
And they should be allowed to sprint even if they just sprinted slower than the rest of the cast.
Anyways, we need a SOR5 that further improves upon 4. I'm sure they could find the sweet spot regarding the game's speed

But please allow me to be even clearer: Have you or have you not played SoR 3 and if not, have you at least been able to used the SoR 3 characters inside SoR 4?
- The TMNT: The Hyperstone Heist isn't available to scout through the Steam's "Store" pages so I can't give you a hint about it, although I haven't played it before;
- Similar goes to the above mentioned paragraph regarding The Dragon's Crown becuse it cannot also be consulted upon the Steam's "Store";
- Pardon for still not being able to mind reading and therefore I cannot guess what the "DFO" means;
- The Shredder's Revenge can be seen upon the Steam's "Store", although I'm not buying a game just to fully assess if it "better or not than SoR 4;
- The Maximum Carange game goes as the other two above that I mnetioned and therefore I cannot guess what sort of game that was.
Ergo, from all of your references I'm still lacking the most obvious point of reference for being able to draw comparisons between games, although I still state that my nearly 200h upon SoR 4 enable me to state that it's perfectly balanced for their current SoR 4's characters roster and comparing to all the previous Sega MegaDrive/Genesis console games that SoR 3 needed the quick running and upwards and downwards dashing due to having plenty of foes to fight for at the same time and also having plenty of foes possessing out of your range skills like for example shooting bullets at you. The SoR 2 didn't needed any running apart Skate's own capability for it due to its lowest arm range from all those SoR 2 characters. And I'm not even mentioning SoR because it was simply too basic when comparing to all others that came afterwards, even it had a major content gap from SoR to SoR 2 being the later much more well developed and possessing way better mechanics and counter mechanics than SoR's rather basic moves skill set.

And from all the SoR 4 + Mr. X's Nightmare DLC specific characters my favourite characters are: Esthel, Blaze, Adam, Floyd, Shiva. And tbh, I mostly left Shiva for almost last due to him still being unable to pick up weapons and only instantly tossing them forwards towards that side as projectiles to which where he's looking at at that time when trying to pick them up.
So, as you can see I havilly compensated the lack of running upon most of my favourite characters with their own skillsets. Except minimally upon Adam with that small dash that I rather rarely use.
And then I also barely play with Cherry mostly because even if not carrying much damage dealing on her sklillset her high mobillity can compensate for that, although in SoR 4 that's sort of play style isn't exactly my favourite.
So, as you can see I'm mostly a casual player of SoR 4, returning to it every now and then due to sometimes missing the "Beat'sem Ups" fighting style game, although I've sort of outgrown that style and replaced it with other sorts of games for a few years now (simply because I'm pretty much eclectic upon the gaming dept. genres as well).

So if you have never played any of these, or even games like Maximum Carnage, let alone the best Beat-em-up ever, Dragon's Crown, then I don't think you are the best to give an informed assessment of the genre.
--> 2nd of all: And only when asked if played any of the previous SoR's you kept and still are evading answering that simple question to evaluate your knowledge of the series and then tried to toss other games into the mix trying to divert attentions and only provided your so called "burden of Proof"[en.wikipedia.org] links to try and support your opinion's claim with those other games, even if the other party, me in this case, had already tried to find those to no avail because I still can't do mind reading to guess any game's acronyms out of the blue when they aren't mentioned upon their respective forums sections and/or community related hubs.
--> 3rd of all: Are you aware that when comparing the Dungeon Fighter Online Steam's "Store" page it gets at best scenario possible "Mixed" reviews from users while the Sor 4 always gets "Very good" reviews from users. And from that early assessment on its own, I can pretty much infer that you're not "best (capable user) to give an informed assessment of the genre" on by itself.
--> 3rd.1. of al: You don't know my gaming history and therefore I'm going to explain it to you that I've been a "Beat'em Up" player since the times of the Arcade machines[en.wikipedia.org] and that also had played several of those also either upon the Sega MegaDrive/Genesis console[en.wikipedia.org] or upon early ZX Spectrum 'PC''s or now way old starting PC's of the 1990's decade. And amongst those good "Beat'em Ups" titles that I've played and liked, include:
- The Renegade[en.wikipedia.org];
- Double Dragon[en.wikipedia.org];
- Cadillacs and Dinossaurs[en.wikipedia.org], which apparently also has served as some sort of rather bland, bleached inspiration to your DFO;
- Alien vs. Predator (Arcade Game)[en.wikipedia.org];
- Alien Storm[en.wikipedia.org], which had decent quality but slightly below the others above mentioned and linked;
- Final Fight[en.wikipedia.org], as the least but definitely not the least in quality amongst the several titles that I've played in the past.
And with all these good reception through the public and also the critics as all that were linked above, and casting modesty aside, I think that I can rest and attest for what is and what isn't a good "Beat'em Up" game.

So, I strongly advise you to gain some humility and (mentally) grow up and gain some serious experience about the genre before even trying to pose that (but totally fake) "Beholder of the Universal Truth" facade of yours upon this matter.
