Keep in mind, that 1) it may have unforeseen consequences elsewhere and 2) the engine is old and may not support a big increase in squad and model number (i.e., every Lich animates 2 squads of skeletons, 2 Liches per undead squad and now every +1 to supply leads to +17 models +3 squads in-game, so an increase in max number of squads may lead to much greater increase in-game).

I have Arcane Wars installed, but I checked another mod called Heavy Mod and, while Heavy Mod's author was quite a purist (he packed his mod into an RWD and insisted that all modding should be done through provided hex editor) in his recommendations he says that indeed the string EconomyLimitedResourceMax = 20 should be changed to change the max squad number.
I also checked the file you changed. Based on the next string, I suspect that you changed the max displayed amount of supply-based resources, like wood or mana.
The needed file should probably be in the same directory with the one you edited (at least it is on my PC). Sorry if my reply is not of much help.
