No. They are separate.

May it be because of a lack of signals? I mean i'm not good with them and usually a badly positioned provisional signal when building tracks makes my trackbuilders ( and other trains ) go nuts
If there's a lack of signals maybe the trackbuilder in the RCO thinks there's no free way to the track and stays there until the other finishes its job.

It is true, but since a few versions ago.
