Not sure what device you are playing on but the 1) is possible, just have to point steam to SOVIET64.exe instead of the launcher.

Sorry about the 1) but when I put the option to choose for steam many people just missed the app to setup resolution :( .. but yes.. make a shortcut to your desktop or start bar for SOVIET64.exe this is easy fix

about 2) maybe problem is connected gamepad?

Ohhh, wait i thought they were on the steamdeck or something, but its probably laptop. Not sure how it is now but the game has history with input issues coming from some touchpad drivers. Try messing with them, sometimes default drivers are garbage/bloated and a replacement (or disabling some things) makes everything better anyways.
