I tend to get that and it tends to normalise after a little while
but els you should check all the usual things
do buildings have electricty
are there people in the shop so they can buy food.
If the electricty is unstable this is a big issue since people will stop and go home
are there heat in the building
are there allot of crime ( this could be an issue even in an empty city )
are people sick or was there something that killed the people a while ago.
are the garbage cans filled, are the sewage stuck, are there clean water
is there industry within 500m of the city then it could be pollution.
Are there a sewage exit within 500m of the city then that could be the problem.
ALso build a cinema and indoor sports building and some statues.
And ofcourse police, court, ect ect.
Again remember that it take time for data about people to update so it might take some time before you get a correct view of what goes on.
You can also import/buy some new people they are happy from day one this can help
since unhappy people might not go to work and then they become more unhappy
and then things go really bad. ( example if crime is high it goes bad )
But focus on their health if its stable then be patient.
If you don't want them moving there you may wanna turn off "Allow citizens to move here" in the building, however think that should be default
I though the game doesn't care about towns you havent touched? Either way I cant imagine how they would always move there specifically. And its a problem only on this map
Also check if the houses have access to any work, some maps have fileds also for aesthetic reasons that are in range of a house - that creates jobs preventing self sustainment.
But if someone you invited moved into that building the game may care
I see. But it's weird that they move into the same town every time i create a world with that map
Not sure fully how it works, may do some testing myself sometime about it
