the epileptic horse's are caused by scripts since helgen does not exist in an undestroyed state
if so uninstall it till you finish the opening scene
or download Alternate start mod and use it
even after starting new game after disabling mods it still happens?
you probably forgot delete things from "scripts" folder
because scripts are still active regardless if mod esp has been uninstalled or not
and this glitch usualy happens because of heavy spam of modded scripts
go to your skyrim folder / data / scripts delete scripts inside that are responsible for the mod causing the bug or just delete everything (make backup of the entire script folder tho)

This can also be caused by a borked DirectX. In steam\steamapps\common\skyrim\directx folder run the DXSETUP.exe file.
This is the answer. The physics engine goes crazy over 60fps it HAS to be limited to no more than 60fps.
Yes, it works. Thank you @BeardedDork, I was lazy to try this out, but it worked in the first attempt.

Hey, thanks for the tips. I figured out a wayyyy easier fix, and no need for any programs.
I had a fresh install, no mods, and brand new laptop with a 2080 MaxQ... So I was probably getting a bit more than 60FPS lol.
From learning about what causes these issues I figured out an easy work-around! This is what worked for me.
Launch the NVIDIA Control Panel and select "Manage 3D Settings" in the left hand column. Select the "Program Settings" tab. Find "Elders Scrolls V" in the "Select a program to customize menu".
Find the "Max Frame Rate" option and set to 60 FPS.
