here are some of my ideas to fix defending a fort,

TIMER
When the attacking army reach a certain number of troops they get a minute timer that says how long untill defenders win. maybe this triggers when there is only snipers or something

DEFENSE/OFFENSE RESTRICTIONS
Maybe the attacking team is only allowed to place troops as attacking units, while the defenders can do both (for counter attacks)
