Attempted to add a nuclear power facility, and tools are stuck at 985/1000; all other resources are full.

Fairly certain the station itself has several thousand tools stocked away. When I add the missing 15 tools manually, they are gone the next day.

The Complex contains a tool plant and a habitat of level 4+ (though if these are relevant, why is tools the only resource affected?)

2 - Foundry 6+
3 - Plastic 2+
4 - Tool 3+
5 - Steel 4+
6 - Hab 4+
7 ---
8 - Shipyard

Can't recall which slot I put the power plant in; maybe 7, maybe the lower half.

Between this post and my last, I have inexplicably skyrocketed from the 3rd poorest to the wealthiest company in the Verse; so I can afford to try to reproduce if needs be.
