This is not a multiplayer-game, so (likely) there has always been very low multiplayer-activity.

If you're asking about the state of Co-op, then that scene is pretty much dead. Most lobbies come from people who have some games already setup to play together. Random ones are non-existent.

That aside, HR is an MMO simulator. You play the game by yourself and drag AI characters under the guise of other players with you for the story.
