So I tried to follow this soulution, but got hung up when the openAL installer froze and would not proceed. I tried deleting the file and re downloading repeatedly, same result.

I might have messed up the steps somehow? But heres what I did to get past this anyway, I ended up at a youtube video for STS tutorials and they explained how to download a zip file with the needed openal32.dll file, and where to put it. So heres the link to that, in case anyone else has been having issues with this.

In summary, the video has a link to their tutorial website where you can get the zip file with the .dll file.

You need to put it in system32 and sysWOW64 if your computer is 64bit, or just the system32 if yours is a 32bit pc.

Explanation:
In most cases this happens due to the incorrect installation of OpenAL library by Steam. It is included in the game as a common redist and supposed to be installed automaticaly, but for some reason fails.

Solution:
1. Remove OpenAL via "Repair or remove program" from Control Panel
2. Reboot
3. Download OpenAL 1.1 Windows Installer (zip) from https://www.openal.org/downloads/
4. Unzip it
5. Run oalinst.exe
6. Reboot after installation

If you don't have OpenAL in your programs list, then proceed from the step 3.
