Not sure, never seen it happen here, but probably a Steam issue? Weird.

you need to hit the win key and r at the same time then type "netsh winsock reset" without quotes , then click run and restart your computer after, should make it work

lol tried that as well as clear cache, change servers, and disable cloud and check AV :steamsad:
