This bug has been reported to the Devs - they have asked for locations where this is happening on the map and I am sure they will appreciate this information. If you have the coordinates (control C in game and paste here) it will really narrow it down for them.
Duct tape is essentially the repair kit for hazmat suits (there is no special "kit" for this), much like toolboxes are used to repair body armour and many other items. An electrical repair kit is used to repair NVGs. Sewing kits (improvised and looted or bought) are used for clothing. Yes, the amount of repair material (uses available) can be high, especially if you let the item get into poor repair.
You must have sufficient uses available from the above to repair something to 100%, which could require more than a single repair item (durability for fully-repaired clothing may display as 99.7% or 99.8% when you are wearing it - a bug that has already been reported to the Devs), However, if you allow certain items to fall below 50% durability they can only be repaired to 50% durability.
By repairing items more frequently you can retain them at (or near) 100% pretty much indefinitely.
You are playing on a hardcore server, which typically has very low loot settings applied. What you state above would be fairly typical of such a server, pretty much around the map.
With that said, I too believe that the nature of the overall loot available in Krsko (radioactive zone) makes it tough to justify a visit there... ...with a few exceptions:
Radioactive materials such as uranium used in CRAP ammunition crafting and graphite (both can be sold at the traders, albeit at a relatively low price these days)
Vehicle spawns... ...people tend not to venture into Krsko to retrieve them; this is probably one of the better kept secrets on the map
