If you mean that any player or squad (no matter where they are from) is selling vehicles on an official server (or on a private server, or anywhere) for real world money then those players should always be reported immediately. This would represent a breach of the EULA and terms of service and in my opinion would invite a game ban.

I think they should implement a limited number of vehicles per tribe so that the rest of the players who can't get vehicles because they're unavailable would have an option.

I agree entirely with this concept; the Devs should consider some kind of fair limitation when it comes to the number of vehicles (complete or otherwise) that a squad can have ownership of. Hoarding vehicles to gain an advantage (which I believe is the intent of some squads) has been widely reported across many platforms, including here on the Forum.
