If that doesn't help you can try deleting the game through Steam, checking for any leftover files (there's usually 2 you can find by searching for 'SCUM') then reinstalling again. Not all files get deleted in an uninstall and the problem ones may be among them.
I read the OP. Where does it say he's checked his drive for errors? Or manually deleted the leftover game files after the uninstall? I even pointed out that he had already tried simply deleting the specific files and it hadn't worked, and offered some other ideas. Thanks for adding nothing to the convo, though.
If you're having the same issue you might open a thread and list the specific steps you've taken. Someone else might take a look.
