You might try deleting the files listed as problematic and checking the drive for errors (right click the drive in file explorer and choose tools) before doing the file verification. This issue is usually fixed by simply deleting the files, but you've already tried that.

If that doesn't help you can try deleting the game through Steam, checking for any leftover files (there's usually 2 you can find by searching for 'SCUM') then reinstalling again. Not all files get deleted in an uninstall and the problem ones may be among them.

Hey there OP, as marktkm mentioned, if you are receiving the errors regarding specific .pak files you will need to manually delete them and then start file verification over Steam.

if you guys read the Op, he's done those troubleshooting steps and nothing works. I'm cursed with the same issue. Every day I have to go through step after step of troubleshooting until suddenly it allows me to play. No explanation at all what was causing the issue.

I read the OP. Where does it say he's checked his drive for errors? Or manually deleted the leftover game files after the uninstall? I even pointed out that he had already tried simply deleting the specific files and it hadn't worked, and offered some other ideas. Thanks for adding nothing to the convo, though.
