For 2 more hours RE is on sale on Fanatical as the star deal ... I grabbed it before getting this question answered.
One is finished the other is EA.

Both games have scenarios that need to be completed. I personally like Railway Empire much better.
Adekyn has both games on his YouTube channel.
RE developed into a good game with some minor nagging issues.
RC has always been a disaster IMHO. The main issue is the lack of authority to control trains and no insight into what the automatic system is trying to do. There have been a couple of updates to "fix" this, the last being yesterday. Today I see the new thread on that forum is that someone has trains stuck. Look at the content of the postings there - lots of bugs and confusion dominate the conversation. I like the concept of the game, I just don't believe train pathing and movement will ever be well-defined or in good control for the player. A few RE fans have figured out how to work with RC, but I've never seen a post suggesting the details I want in such a system.
RE to me is worth full price, and goes on deep sale often. Look for it on their web site as it can be discounted there while full price at Steam.
RC to me wasn't worth the time I put into it, let alone a single penny. Caveat: I'm interested in detail and micro, so a different personality may be just fine with it. RE can be played at a low or high level as far as detail.
Like a lot of many small things how it works. In TF2 u have to micromanage almost everything, here it seems simplified just enough so u focus more on how economy works. Same thing in building mode.
Laying track and signals is really hot in this game. It took me a while to resolve some conflicts in track pathing, and I still haven't worked out how to reset a train that's got itself into trouble without just trashing it.
Some things that would be nice:
a dedicated tutorial scenario set that just concentrates on various aspects of play in each one, with guidance.
some major indicator on a train showing if it is considered an express, or nearly there and what extra it needs.
a hint about the delays and utilization levels for each train in the train list
You can't compare them. Two different games with two different focuses. One is your typical train game that you'd come to expect.
However, one is NOT typical. You're an employee of a railroad company and your job is to do a good job for them and not get fired. You don't "own" anything. You don't own, or place, things like stations, signals, etc. It's not named "Railroad Corporation" for nuthing. BUT because it's unique it presents challenges unlike any other game.
Which one is better? I like both of them a lot. You can't go wrong with either one, which is why I suggested getting both. Check out some YouTubes on both!
Track pathing is mostly simple: they go the shortest legal way possible.
To reset a train, unfortunately there is no direct tool. Deleting the track it is on will do the trick as an awkward method, putting all cargo back to where it was picked up. You can also copy the train and then delete the original for the same effect in a cleaner way. This will also yield a new train (no wear) but costs money, which you must have up front, while the track deletion method requires no money to start.
The tutorial starts very badly but gets better. Watch Adekyn's videos on YouTube or read my guide on Steam if you just want a basic manual of how things work.
Express progress (the STATUS, not the setting of what the train can pick up) is shown on the engine's screen. There is a little gauge that will show more yellow until the Status is gained. Then the train will have a little lighting bolt icon when listed.
Some details are available on the engine's screen that can help you assess the setup and alter for better optimization.
Adekyn's videos are pretty friendly and he covers a lot of material well. I'm sure you can find what you want there, but it may take some time of course. He's good so it's not a chore though. If you want to see examples with thought behind them, they are a fine resource.
If you are a "bottom up" thinker, my guide gives the basic mechanics details. I don't go into a lot of examples and how to's - mostly mechanics, but most of what you need to get going and making things do what you need is there. If you prefer reading or a more technical approach, give it a look.
