Only solution is manually save as often as possible (every year, every half year, ....) and after you get error 21 quit and restart game and problem should fix itself for some time.
Lucky I usually save frequently since fallout and older games (usually after 30 min max), but this time I forgot to save and lost 1:30 of grind xD
*EDIT: Yeah, lucky I got a autosave 10 minutes before the bug and its working and saving normally, till now :)

That is not a solution, its a stupid work around that is rubbish.
@Jaunitta, I think I was in year 8-9 or something, so yeah might well be. So does it mean that we cant properly play the game after 10 years? Or could it be the sheer number of population?
I can recall the good old days of demo versions, which would then come up with a pop up, stating you finished playing the demo, of games where this was the case, but honestly a finished game....
But honestly isnt there a real solution? I know I am playing on a large map. Anyone experienced it on a smaller map? It seems to be some memory leakage or something. I am pretty sure I have 8GB RAM, not sure if that plays a part in it.
Even on Normal maps you can't fully cover your land and would need more. So don't play on large ones.
Thanks, will start a new game I guess. Interesting enough my upgraded (large house) from 10 -> 12 people, doesnt make people move in either. Is this a generic bug? ''EDIT: never mind, in an earlier reload it starts moving people into the new place :S''

Yes you can play on how else did I manage to get all the achievements lol.
Just have to load a previous AutoSave before the last manual save you did. That manual save will probably be no good but try it anyway.
Save manually everytime you do any building make that a habit.
Disable Cloud Sync this really helps the saves on your HDD keep the integrity.
Cloud sync is not necessary unless you want to play on your other computer that re-syncs your progress, too many bugs for my liking with saves getting corrupted. Cloud rewrites saves on our HDD. Make copies of your saves folder , date them.
I believe Cloud Sync storage has a script to limit or when to update progress, so I suggest to you to save and exit Forest Village every 9 to 10 years that is a long time to play with no breaks. ;) on speed x2
As we all know Steam has intermitten internet drop offs possibly that may effect the sync monitor? Whatever the jargon is lol.
Since disabling Cloud sync on LIF I dont see the map 21 error very often.
