my game lags for some reason when i should have no problems running this game

i have gtx 1080ti
i7 8700k

in the menus my fps drops bad when i scroll through and effects from specials will also drop my fps. I have had it once where the fps was good and no issues but i cant seem to keep it that way, i dont know what is cause, i have put everything to low, it made no difference.
