As of me posting this the issue seems to have just fixed itself after leaving the game running.

No idea what caused it

I have now fps 60. happy evil life.

If this problem comes back for you i have found a solution. Going into the Nvidia Control Panel and setting Threaded Optimization to Off resolves the frame drops.

Setting Shader Caching to Off while there may help as well, but wasn't anything noticable in my case. Thought you might like to know.

I re-encount probrem this post after but solved.
i just forgeted posting, i now solution write here.

Check process remind:
(Titlescreen)
"Continue" and select savedata.
(Town screen)
i see 60 fps.
but JUST playerchara Jump
or Menu open and Holding up(down)
...to dropdown fps 25-30.

this probrem is USBcon and Keybord(Even in situation unpluged USB Xinputcon...why).


Tips:
Arena contest episode is helpful to dropdown fps check.
because arena town water fountainis is animate always.
...and Geo map. very easy chain. likely fps checker.


Solve solution:
must be just Controller unplug. and re-plugin. (i use USB Xinputcon)
yes...steam Bigpicture. curse.
