Yeah, they're pretty much useless, so feel free to sell them or whatever. Maybe use them to store innocents since they have a unique sprite so it's easier to locate in the warehouse.

Also, if this was your first time using them, it's recommended to transfer the Bailiffs to another item so you can level something actually useful and/or to subdue the residents inside while you're at it.
