Try floors 41+ of a legendary shoe item. With that said, you'll still need some luck, same as any pirate other than the Ambling ones...

There is a bug where a low level Adell spawns as part of the Red Pirate crew, often on unreachable tiles in the void. I advise you to steal the map from the leader instead of killing all pirates if that happens.

I recommend rare shoes over legendary. Legendary is supposed to increase the odds of finding wealthy pirates, which are the second most common after ambling for me.

I just got Red Pirates doing that today. Now if I can just find the Jolly's I'll be ready for some carnage action.
