To.... add upscale apartments/penthouses for rich and filthy rich citizens?
Right now the only rich housing is mansions. But if you want a more urbanized Tropico then it throws off the whole look?
Not everybody plays the min/max game, friend. Adding it won't hurt your playstyle if that's how you play, but don't dunk on it just because you find it "useless" when others might play differently from you.
