for profit education
the idea: add through an edict the following tropicans must pay x number of dollars every time they go to HS and College broke and poor people don't pay the fee but only receive 75% of the educational efficiency ( and thus will take slightly longer to graduate than their wealthier peers. adds +10 to capitalists and -10 to commies.

for reference educational efficiency affects graduation speed max is 3.64% for HS and 414% for college at 100% eff HS graduation speed is 4 years and College is 6 years

i have to admit that devs should check if its working fine becose i had catch some poors into the school with this minister, if im right the payment was working but not the restriction or the text in spanish is work and its from poor to upper levels while the text say welloff

Capitalist education minister doesn't works like that. It sets the wealth level for educational building to Rich. As a result, Poor people can't get education at all.
Poor people will stay if they attended before the minister was appointed.
