No one here knows if more DLC are coming, I doubt it. But then again I wasn't expecting Return to Nature earlier this year either. Tropico 7 is from a different developer, so it is possible they might put out more, I just don't expect it.
The DLC aren't needed to play. The base game is complete and has 15 missions. The DLC simply add more missions and let's you replay old missions or sandbox with new buildings/mechanics. (but the original missions aren't balanced to use the DLC, so it's best to play them as designed and then mix and match DLC for replay value/variety ~ there's a toggle for which DLC you'll use when starting a mission) Having all the DLC turned on at once can be very high difficulty and overwhelming if you haven't already played the missions as they were originally designed. I typically pick and choose which DLC I'm in the mood for, they don't all play well together.
