Agreed, sounds like you built a lot of one thing that ticked off a faction or two. Check your almanac and see what their complaints are. Buildings can be huge negatives, like -5 or more (for each one!). Otherwise I don't know how you can get down to 3% approval. I had to tank my ratings twice in the scenario where you make bets for moon deeds, and I still didn't get below 20%.

I know the link Blues Man posted talks about not giving a speech, but a speech allows you to take the worst rating off the board in terms of voter mentality, so I always give one unless I'm 90% or over. And faction praise is what, a temporary +10?

And then there's bribing the faction leaders, a steal at only 3,000 each.

If you've researched Audience you can use it to get requests from the least happy factions. Take the +5 relationship score when you finish it.

Consider building media buildings and setting them to appeal to a certain faction, pushing more people into that ideological camp. Then you can focus on keeping that faction happy with the right policies.

Right to Arms + Martial Law sure they might hate you but if you keep them consooming the products and living well... There are no consequences Two edicts negate each other when leveled up so you get small hit of 10 liberty but by using edicts and modifiers you can mostly counter that, if you want to execute people without consequences aswell construct ministry of information & arrange accident.
