Yeah I thought as much. But knowing nothing about cheese I was wondering if there was some added benefit that wasn't revealed.

My best guess, the game is probably coded so that functional buildings require a work-mode selection, but they couldn't think of any alternate modes to give the creamery. So they just gave a duplicate of it's default mod and made a joke out of it.
