For anyone trying to get all the DLC to work with the Dragon Age: Origins, Ultimate Edition on Steam, here’s the process that worked: To prevent the game from crashing on Windows 11, follow these steps.
After installing,

open your Steam directory,
go to the common folder,
then the Dragon Age Ultimate Edition folder.
Right‑click DAOriginsLauncher and choose Run as administrator.

This usually stops the crashes.
If the game still crashes at startup, create a preset character and use Quick Play,
this typically resolves the issue.

For the DLC's
Install Dragon Age: Origins, Ultimate Edition through Steam.

Purchase Dragon Age: Origins through the EA App (it’s often heavily discounted, around $3).

Once it appears in your EA library, select Repair on the game.

After the repair finishes, launch the game from the EA App. You should now see all DLC listed as installed.

Close the game in the EA App.

Go back to the Steam version and run Verify Integrity of Game Files.

Steam will download the necessary updates.

When it finishes, run Verify Integrity one more time.

Launch the game from Steam. All DLC should now load correctly every time.
