To the best of my knowledge, the latest update did not break the ability to create mods. However, some mods created for older versions may not work unless their creators update them.

I know how to turn back the version of the game. I have tried a bunch of mods and none are working. and according to some of the mods comments section they say the latest update is what caused the issue just saying what is being said in the mods community.

Some of the recent updates made changes to core systems of the game, so some mods won't function properly since they were designed based on systems that no longer exist or don't work the same way. These mods have to be updated by their creators, or played using older versions of the game for which they were created.
