You'll want to list your specs too if you do plan on troubleshooting this.
Reinstalling the game or Windows would most likely be a waste of time.
Restart the game and then it works, once I've done that and can fiddle around with the display settings in the game, I can finally enable my other monitor.
I don't have a second monitor, so it's probably not it.

I was able to resolve the problem by going into the D:OS2 folder > bin > right clicking the EoCApp and going to Properties. Under the Compatibility tab, there was a checkbox labelled "Disable fullscreen optimizations" and I checked the box. After applying those settings, I ran the program and it worked just fine.

Where i can found this option on Windows 7?
this worked for me as well, its weird though. I played the game in fullscreen fine for the first 5 hours of play. then one day it decided to act up.
I had to change the resolution in the main menu before starting the game. I think it was crashing because the settings were too high to start so it was crashing the game.
