I downloaded the extended through the betas tab and you have to get the free British DLC from the store for it to work, and now I can build intersections properly
If I had to guess you could skip the extended beta option all together an using any of the dlc .paks would work

That is only visual. When a train request it, the "U" turn will change to the needed junction.
