how to replicate:

Settings my game was at when glitch happens.
Max Time Per Round: Infinite
collision mode: Enabled
Free Cam Time: Infinite
Retry Shot Mode: From Start
Allow Jumping: Enabled
Allow Spiking: Enabled
Show Last Power: Enabled

Everything else is Default, I have been able to replicate it reliably with those settings. hole 12 on peaceful pines is pretty much unplayable.

Don't bother to get the team to find the issue, it is not a game bug or game issue

Even if it was it won't be fixed. Looking back at 4 years of this their hit chance when it comes to sucessfully fixing weird behaviour or bugs is sub par at best. And when they hit once in a while they introduce other bugs in many cases... abondon all hope.
