IF you have the Race Mode DLC installed that could be one of the reasons, turn it off if so.
IF no DLC is installed, it could be a corrupt save file which you'll need to delete and start a fresh new one in order to fix it.
Both are the most common issues though even something as reinstalling on Steam could probably fix the issue so try that aswell as verifying your game before deleting the save file.
