I've had a similar problem, in the past, between my Windows 10 PC and my MacBook Pro with Deathstate's Steam Cloud Syncing.
It ended-up being an issue where my Steam client was a beta version on my Windows 10 PC, but the MacBook Pro did not have the beta, even though it was up-to-date. After I updated Steam to be the same exact beta versions on both, my Deathstate Cloud Save synced properly from what was on my Windows 10 PC.
I know you said they are both up-to-date, but maybe do another check for this.
Also, Deathsate itself has an "Op-In" feature built-into the game options, for Cloud Saves. Make sure that it is turned-on on both games/computers (launch Deathstate -> Options -> Steam Cloud = On) and that you do it on the one you want to be the "master save" first. Just because it's set within the Steam client doesn't mean that Deathstate is going to do it.

Have you had any luck syncing your saves yet? In addition the the steps Zeralith outlined, you may need to make sure that your PC has time to sync the cloud saves. Sometimes, for example, if the computer is shut down quickly after quitting the game, Steam might not have had time to upload the save to the cloud. Deathstate's save files are fairly small, so it should go quickly, but maybe if Steam has other data transferring it might be waiting on those transfers.
If you're comfortable digging around in your Steam install files, you can verify whether or not the data is being transferred, too - the Steam Cloud saves will go in:
[Your Steam Install]/userdata/[some number (there might be a few to look through)]/402120/remote
There should be a number of files there if Steam is syncing correctly! If Steam has synced those files correctly to both machines, and Steam Cloud saving is enabled on both machines but the games still won't load - please let us know!
I assumed the cloud sync in the steam game options was the only place to turn it on. Turning it on in the option menu in-game not only got it working but also restored my old save with more progress which I just had assumed was lost and which I thought was from a pre-cloud save version.

Just be a little careful if you have established saves with cloud save DISABLED and then install the game fresh on a new computer... I could imagine a scenario where you lose your old save in favor of the new (less progressed) one.
