This is basically a puzzle game, and the skills you need are puzzle solving skills, and working with numbers. For people who don't have those skills, the game will feel like completely random and those people will need lots of luck to solve, like most puzzles really.
So can the levels be completed if you're good with numbers, or are there cases where you're not able to progress because of bad RNG placements?
From the hundreds of runs I've played this game, I've only seen a bad RNG only once where the game is really impossible to complete (so I'd say that's a bug). Most of them are just really really hard, and I'd rather restart. (and I don't really want to use tricks unless if I'm really close to the end.) :)
It's also unlikely that anyone can complete this game in just one run. Even with a guide. So just restart if you get stuck. And there is a reason to restart too but that would be spoilers. Also, use a guide to play it, it would be less frustrating.
Note: I only played the "Casual" mode. There is no reason to play the other difficulty modes.
