If you're playing papaya server, you need to download the tos version from Papaya official website.
there 2 versions, the one here on steam and the one from papaya games which is the no steam version.
but if you want to play the no steam version then as shanochi said you need to download it from the official website of papaya, but keep on mind something: papaya servers were moved to brazil (even the NA servers) so if you plan to play there and you dont have good latency, you better stick on the steam one.
