If it was not using the software, it would not be in the game client. Furthermore, it can be seen that when the game client is run, it checks back to Black Cypher's servers for updates. This can be easily verified with wireshark.
Send a support ticket and requests the dev team to remove the Black Cypher. That's the best way to do it.
Otherwise, black cypher was used while Nexon was still the main publisher for Korea region if i remember correctly. Departed since 2020.
