Step 1: Complete Wave 15 in all 3 Resistance maps.
Step 2: Collect all the new phone recordings in the West Side Pier area.
Step 3: (This step requires a group of 3 or 4, depending on the part the player is on)
Step 3A: Find and hold the Interact button on one of 3 X's placed around the WSP area in the order given (see reference for details).
Step 3B: Find and hold the Interact button on one of the 3 X's and 1 door placed around the WSP area in the order given (these are different locations from 3A).
Step 4: Fast Travel to the agent that opened the door and activate the laptop (the Commendation is completed at this point)
Step 5: Talking to Shiela in Camp Clinton will award to the player the 2nd Transmission evidence for WSP.
