The best situation is when you manage to boost the economic level before the military one.
It is possible to have all catles without the need of troops for the control of rebellion , even on final stage.
Guide on making money and province management
There are two three reasons I can think of:
1. You are expanding too fast and not getting control of public order in the province (there is a large penalty to public order in a newly conquered province that takes a few turns to reduce).
2. You are experiencing religious unrest, conquering provinces that are not your religion and not taking the time to convert them - this causes increasing unhappiness.
3. You have the tax rate set too high. If you are a tax payer, you will understand that people get unhappy when you have to pay too much tax.
Brucie Bonus: You are not repairing damaged buildings in your provinces. Having damaged buildings contributes to unhappiness.
Rebellions occur when unhappiness is greater than happiness.
You can view Public Order in the province window for each province. Mouse over the icons in the two rows to see what makes them happy/unhappy.
You can also use the Finance window for an overview.
Green Province = Happy
Yellow Province = Neutral
Red Province = Unhappy
Flashing Red Province = Unhappy and rebellion will occur next turn.
(Black province = exempted from tax)
To quickly make an unhappy province happy you can, station more units in the fort, exempt the province from tax, station a monk and/or metsuke agent in the fort.
For longer term control of public order, build sake den chain building or religious building for happiness boost. Increasing the level of the fort will also suppress unhappiness but you do not want to upgrade a fort for this purpose. There are good reasons to upgrade forts but maintenance of public order is not one of them.

its important to move army from province or insdead of ashigaru you'll face full stack samurai army
