Ai capturing my outposts while at peace
Seems crazy that the Ai can just run into my territory and capture it and turn it into a city without becoming hostile to me.

In my game I could not capture AI outposts, there simply was no option for some reason, even though it was there before.

You can request a non-aggression pact with the AI that precludes fighting in neutral territories. I would assume that means they can't capture your outposts.
